As of today, Russian legislation does not establish requirements for mandatory licensing or special identification procedures for the storage of cryptocurrencies by either individuals or legal entities. This means that any entities may independently choose the method of storing digital assets — including the use of hardware and software wallets, as well as third-party services — without obtaining permits or approvals from government authorities. However, it is important to consider that when using custodial services (for example, cryptocurrency exchanges or asset storage providers acting on behalf of clients), such services may potentially become subject to regulation within the framework of the development of legislation on digital financial assets and anti-money laundering. Currently, there are no direct regulatory acts requiring licensing for cryptocurrency storage.
